P R E S E N T A T I O N
ASSOAMIANTO promotes and organizes an important meeting and discussion on asbestos risk management in public and private buildings, recalling in particular national and regional legal obligations of the owners and / or managers of the business.
As is known, the presence of asbestos in a building, whether private or public, is the first obligation of the owner and / or manager of the business because the only way you can be sure to focus on the protection of people and the environment, without incurring unwitting exposure to asbestos risk.
There are many owners of heritage buildings, public and private, that have not yet done so determine .
It is necessary to highlight that the obligation of ascertaining the presence of asbestos goes in the same direction as the census of asbestos, required by Italian law .
Some regions have established the obligation of denunciation of all, compact and friable, asbestos-containing materials and not only friable martifacts, as required by the Law of 27 March 1992, no. 257.
In addition, the Decree of the Ministry of Health, 6 September 1994 states that, having ascertained the presence of asbestos-containing materials in a building, it is necessary to implement a program of inspection and maintenance in order to minimize the exposure of the occupants.
The Decree also provides several serious obligations of the property owner and / or responsible for the activity that takes place, namely:
The designation of a senior person with responsibility for the control and coordination of all maintenance activities that may affect asbestos materials;
The estate of appropriate documentation showing the location of asbestos-containing materials;
The affixing on installations of warnings in order to prevent the asbestos is inadvertently disturbed;
The guarantee of compliance with effective security measures;
The establishment of specific authorization procedure;
The correct information to the occupants of the building;
Periodic inspection of the building in case they are in work friable materials with drafting detailed report with photographic documentation and forward the same relationship to ASL jurisdiction.
Furthermore, the Decree September 6, 1994 envisages the obligation to proceed with the assessment of the risks of asbestos exposure were observed.
Finally, in addition to national requirements, there are specific management tasks related to the asbestos risk imposed by laws / regional deliberations.
The seminar aims to take stock of the situation in Italy, at national and regional level, in relation to the above by calling collaborating organizations, institutions and associations have an important role in asset management, construction and which are also directly or indirectly involved risk management asbestos in buildings or contexts estate, public or private, residential, industrial, craft, trade and so on.
During the seminar will be presented, in addition to the specific rules and procedures, especially the points of view of various stakeholders.
