ASSOAMIANTO,
for its 13th annual appointment at
RemTechExpo (from its inception, 2007),
wanted to once again promote an
important moment of meeting and
discussion on the various experiences in
the field of asbestos risk management at
national level in order to focus
attention to asbestos remediation not
specifically regulated by Italian
legislation. In fact, the Decree of 6
September 1994 sets technical standards
solely for the reclamation of certain
types of materials containing asbestos.
for which the reclamation of some types
of materials is left to the initiative
and to the sensitivity of the
individual, even if under the control
and supervision, direct or indirect, of
the control and supervision department
for the need to have to elaborate the
work plan of referred to in Article 256
of the Consolidated Security Act.
Furthermore, the Environmental Code
(Legislative Decree 3 April 2006, n. 152
and subsequent amendments) only
indicates the limit value of the
threshold concentrations of
contamination of asbestos in the soil,
in the subsoil and in the water, but no
specific rule for the reclamation of the
soils contaminated by asbestos, except
for some indications concerning the
reclamation of land in disused
industrial sites, as reported in the DM
14/05/1996. In light of the
shortcomings, highlighted above, it may
happen that some remediation
interventions are underestimated or
overvalued due to the absence of
specific procedures at national level,
which are also legally binding. That
being stated, for the aforementioned
non-standardized remediations, the need
arises to provide for a specific
procedural protocol for the purposes of
environmental protection and of people
who are as much as possible shared so as
to carry out the aforementioned
operations in a similar way in each part
of the country. During the Conference,
operational procedures and specific
management experiences will be
illustrated, as well as examples of
special asbestos remediation work.
